GPPN Responses to Adaptation Negotiating Texts, COP15 Copenhagen, December 2009

The GPPN issued a number of responses to changes in the adaptation text throughout COP15. Its efforts influenced the final adaptation text presented to Heads of State for the High Level Segment of COP15, in which there was a specific reference to water resources:

GPPN Response to Non-Paper 41, November 2009

Towards the end of the week of negotiations in Barcelona, a further adaptation text was released, - Non-Paper 41 - and this time there was an explicit reference to the need for actions relating to water resources in the Annex on National Adaptation Plans.

The GPPN response called for much stronger language on the importance of water resources and identified areas in the text where this could be incorporated.

GPPN Response to Non-Paper 31, October/November 2009

In preparation for the UNFCCC session from 2nd – 6th November in Barcelona, a number of new 'streamlined texts' were released, including Non-Paper 31 on adaptation.

This text deleted any references to water for adaptation, and so the GPPN issued a strong response calling for the reinsertion of water into the text, along with recommendations on where it would best fit.

GPPN Response to Non-Paper 8 (Adaptation), September 2009

During the UNFCCC session in Bangkok, it was decided to break down the negotiations into a number of different contact groups that would focus on different aspects of the text. On the basis of these separate negotiations, specific papers were produced on particular themes. Non-Paper 8 was a revised version of the adaptation text. It still included a number of helpful references to water, which the GPPN supported and built on in its response.

This document was issued in response to the revised AWG LCA negotiating text released on 15th September, in time for the climate change negotiations in Bangkok from 28th September – 9th November 2009.

GPPN Response to AWG LCA Negotiating Text, August 2009

This document was issued for the UNFCCC session that took place in Bonn in August 2009, and was a response to the revised negotiating text released as of 22nd June. This revised negotiating text was released once all Parties had submitted any additional comments after the climate talks in Bonn from 1st – 12th June.

The revised negotiating text , though difficult to follow, was a major achievement for the GPPN as it included a number of references to water, many of which had been lifted directly from our proposals. The GPPN conducted an analysis of this text and how our advocacy had influenced its development on water, which can be downloaded here.

This document was issued in response to the first draft negotiating text that was released for the climate change negotiations in Bonn from 1st – 12th June.
